Impoundment Facilities or Shelters in Crenshaw County
With no impoundment facility and no animal control, Crenshaw County is failing to fulfill the statutory mandate of Alabama Code § 3-7A-7 that “Each county within the state shall provide a suitable county pound and impounding officer.”
Crenshaw County Animal Society advocated from 2013 through 2021 for Crenshaw County Commission to provide the legally required animal services, according to the organization’s Facebook posts.

Animal Tails Rescue, a nonprofit organization since 2015, is dedicated to providing a safety net for Crenshaw County animals by reuniting lost pets with their families, providing vet care, holding adoptions, and transporting dogs to rescues in the northern United States. The City of Luverne provides some funding for Animal Tails Rescue.
Animal Control in Crenshaw County
Crenshaw County has no animal control services — neither in the unincorporated area nor in the municipalities of Luverne, Brantley, Dozier, Glenwood, Petrey, or Rutledge.

Dog Confinement Requirements in Crenshaw County
County Adoption of Alabama’s Dog Confinement Statute: Dog confinement is not required in unincorporated Crenshaw County because the Crenshaw County Commission has not adopted Alabama Code § 3-1-5, which would require that dogs be confined to the owner’s premises or kept in the charge of a responsible person if off-premises. There are still steps you can take to address issues or to encourage the county to require confinement.
Dog Confinement Requirements Within Corporate Limits & Police Jurisdiction:
- Dog confinement is required by ordinance in Luverne (§ 3-02)..
- There may be no requirement in Brantley, Dozier, Glenwood, Petrey, or Rutledge. These municipalities do not appear to share their ordinances on their websites or via Municode and we have not yet confirmed whether a running at large law is in effect. Please email us if you can share information.

Low-Cost Spay & Neuter in Crenshaw County
- Alabama Animal Alliance Spay/Neuter Clinic in Montgomery is a non-profit clinic specializing in low-cost sterilization. The clinic is open to everyone regardless of income or place of residence.

Crenshaw County Commission Public Records Request Form: The County Commission does not appear to have a Public Records Request form on their website. Call the Commission to request a form or submit according to the Open Records Act template.

- Toni Smith, City of Luverne, provided the city’s animal control ordinance on Feb. 11, 2026. She stated that the city does still provide financial support to Animal Tails Rescue, and confirmed that there is no animal control in the city or in the county.
